Welcome and Introductions

Betty Robinson, YWCA, MHSA President welcomed the group and introduced new members and Association partners. Program Members shared current initiatives and happenings at the local program level.

Special Guest, Rich Lamb, Missouri Secretary of State’s office gave a short presentation about the new Voting Regulations.

  • Goal of SOS is to make it easier to vote and harder to cheat.

  • How do you get a photo id? The bill allows for people who don’t have a photo ID to go to DOR and get a free non-drivers license for free. However, you must have supporting documents to get your non-drivers license.

  • Show-Me-Proof: Requires new or renewal drivers or non-drivers license to prove that they are lawfully in the country.

    • Original birth certificate – proof of lawful residence

    • Proof of identity – social security card, bank statement, etc.

  • DOR and SOS did not get any funding to implement this bill.

Candace Iveson, Policy Works, LLC presented Electoral Advocacy for Non Profit Organizations. A copy of the information was provided to each program.

Special Guests Pat Brown & Lynda Bitner, Region VII ACF and Nancy Schwachter, Region VII TA System were present to address issues raised by MO programs regarding the review of employee resumes and the reporting on misconduct and allegations of employees.

Call to Order

Minutes
Corrections to the minutes: Lisa Leonard was PRESENT, Sue Fitzpatrick was ABSENT. Betty Marver moved, Mary Nance second to approve minutes with corrections. Motion carried

Financial Report (*)
Linda Schaefer, Treasurer gave the financial report. Mike McDonald moved, Sharon Herbert second to approve the financial report as presented. Motion carried.

Reports

Presidents Report

  • Betty spoke to the projected budget shortfall and potential for revenue. Contributing factors include change from winter conference to fall conference and halt of funding stream from Regional Office to State Associations. Board and Executive committee is addressing this issue.

  • There will be an increase in program membership dues. Invoices will go out in December.

  • A review of the strategic plan and policies and procedures will take place prior to the next MHSA meeting.

  • All council members are encouraged to take advantage of committees and become involved in committee work.

  • MHSA Parent Awards were announced:

    • Parent of the Year, Mary Clavenna, Grace Hill

    • Beating the Odds Award, Michelle Ridge, MVCAA

Old Business

  • The R7HSA Staff Representative position is still unfilled. This position must be filled by a member of the Council at large – cannot be a member of the Board.  Anyone interested in serving in this position, please contact the Association office.

New Business

  • No business presented for Council action at this time

Stacey Owsley, MHSSCO

  • New resource “Keepin’ On, The Everyday Struggles of Families in Poverty” by Kathy Thornburg, et al professors past and present at MU. Shadows five EHS-MO families with forward by Edward Zigler.

  • Oral health resource: Show Me Your Smile flipchart.  MHSSCO will be mailing out 15 copies per program via US Mail.  Additional copies will be available for $2 each from MOCOH

  • Fathers for Life Project has just completed year 1 implementation. Tier 1 took the project to MVCAA and DAEOC. Entering year 2 implementation and the project will be taken to the 4 Tier 2 sites. PalTec (contractor) conducted a two-day on-site visit at the Tier 1 sites. Sustainability is at the forefront as we move forward with this project. At the October meeting, Kathy LaFavre will be attending and provide an in-depth look at the project

  • Homelessness Awareness Week: November 12-18. Information about the poster contest will be available on the Missouri web site.

  • Health resource survey has been distributed to programs. The purpose of the survey is to gauge the needs of the state. Active survey to identify health care needs and what types of resources would help you to address these needs. Your participation is encouraged as is CCRRA, child care providers, other early care and education partners. Identified needs include asthma, smoking exposure, head lice, etc.

  • MHSSCO grant application for the 2006/2007 grant cycle. Surveys will be distributed to directors and select council members via survey monkey. Your honest feedback is greatly appreciated and provides MHSSCO with direction.

Shawntay Myers, Executive Director, MOCOH

  • Flip charts were just released and ready for distribution as noted by Ms. Owsley in her report.

  • Oral Health Summit September 28 & 28, 2006 $75.00 or $100 with CEUs

  • MOCOH website is up and running.

  • Community meetings have been held around the state and six more will be held in October and November. Any information HS programs can bring to the table is very helpful

Colleen Vreeland, DSS-CD-OEC, Child & Protective Services presented a brief report.

  • EHS programs will be receiving monitoring tools from the state. This will be additions to the PRISM and will be state funding only

  • Awarded 10 start-up extension grants

  • Strengthening Families pilot sites will be announced very soon. There is an RFP for the TA services – submit proposals to Children’s Trust Fund

  • Compliance review team going throughout the state to see paperwork and licensing issues. Reports of not having proper paperwork

  • Provider Support Teams. Resource and referrals will be extending the invitations. The team is aware of the funding issues and this has been brought to the table.

  • Market rate surveys – should be receiving letters and requests from the state. This will hopefully increase the rate of subsidy that can be received.

Donna Veatch presented the MHSA Executive Services report (*)

  • The Executive Office has developed a MHSA marketing package outlining the work of the Association as well as membership opportunities.  A packet will be distributed to each Head Start grantee for the purpose of introducing the Association to staff at local pre-service events this fall.

  • MHSA now offers a forum for Head Start Directors to ask questions which require clarification via the MHSA newsletter.  The newsletter is distributed to all programs, MHSA members and entities as well as the Regional Office.

  • MHSA is actively seeking success stories to showcase during Head Start Awareness Month which is held throughout the month of October.  Promotional material will be released soon.

Staff Affiliate
Sharon Herbert reported that there was concern regarding a fall conference: will sufficient staff be available to support the training, as that is a busy time with program start-up, etc.

Director Affiliate
Glad to see the Regional Office at the Association meeting.  Discussion of dental services and follow-up and enrollment of children who are not yet 3 years old.

Friend Affiliate
Linda Schaefer reported that the Friend affiliate will continue to host the Silent Auction at each Council meeting to raise funds for the Dollar per Child Campaign.
Friends committed to providing resources for families – this month the Emergency Readiness and Emergency Tool Kit is available.

Parent Affiliate
Parent group discussed advocacy and how to communicate together and work together
