Minutes

Executive Services Report (*)
Donna Veatch, MHSA

A power point presentation was made on the MHSA annual awards initiative. Programs were encouraged to appoint an on-site person to coordinate the process of nominating and tracking award candidates. Ms. Veatch stressed that this is an opportunity to recognize individuals and organizations that contribute to the success of the Head Start program and service to children and families. The due date for the Beating the Odds Award and Parent of the Year is August 3rd, 2007. The NHSA award booklet is available on-line.

Ms. Veatch reported that the Region VII Head Start Association is addressing the issue of the change in counting parent in-kind regarding transportation as it pertains to the non-federal share. Programs across the region are encouraged to take part in a survey regarding the change in allow-ability. The survey results will be shared with the Office of Head Start.
Regional Office Report: N/A
Region VII TA Office Report
Nancy Schwachter, Project Director, RVII TA/ICF Office
Ms. Schwachter shared a brief update regarding changes at the Regional Office level as well as information from the TA office.

Programs are encouraged to begin using the Early Childhood Knowledge Learning Center website as the main source of information for Head Start information, etc. Each program should be on the site daily as well as keep all the local grantee information updated.

Linda K. Lewis retired as Regional Administrator officially on June 1st.Pat Brown, HS Program Director has been appointed as the acting Regional Administrator. The Regional Office continues to experience a shifting in employees with early retirements of several including Markie Crabtree and Linda Norred.

Lynda Bitner will be the primary contact person at the Regional Office for the State Collaboration Offices.

A new grantee assignment plan will be released in the very near future.

Reminder regarding the upcoming Regional Office Fiscal Training which will be held in December in KC. All programs will be asked to bring a team. Information will be sent from Pal-Tech regarding registration, etc.

The Office of Head Start will be rolling out the “I Am Moving I Am Learning” initiative for twenty grantees in Region VII in February 2008. Information will be sent out in the near future to those grantees that will be participating.

Stacey Owsley, Director, MO Head Start State Collaboration Office*

Ms. Owsley handed out MHSSCO brochures which outline the purpose and scope of work of the Collaboration Office. Ms. Owsley also talked briefly about the Early Childhood Hearing Outreach (ECHO) project, a Head Start Innovation and Improvement Grant (2005-2008) funded by the Administration for Children and Families. Information is being disseminated to all Early Head Start programs regarding the initiative. A full presentation on the ECHO project will be made at the August MHSA meeting.

Carolyn Stemmons presented an update on the Bright Futures Training-part 3 which will be offered late this summer. Participants involved in the training series are reporting the value of this training effort as it relates to advancing mental health awareness, identifying resources, etc.
State Wide Initiative
Update: Missouri’s IIP, Strengthening Families and Fatherhood: Children of Incarcerated Fathers (Fathers for Life) Kathy Lefebvre, Department of Social Services

Ms. Lefebvre, DSS grant coordinator for the Strengthening Families IIP project reported on the status of the grant as the grant nears two years in administration. The third and final year of the grant will give all programs in the state an opportunity to be directly impacted by the project with the use of resources, etc.

All materials, manuals and web-based tools will be made available on the Early Childhood Learning and Knowledge Center to support Head Start programs nationwide as the third year of the grant is completed. Ms. Lefebvre stated that this project serves as a model for those that are interested in gaining knowledge about working with incarcerated and ex-offender fathers or are interested in replicating aspects of the project.
